    Request approved queue changes

    If the workflow explicitly requests provider scheduling, call magister_integration_change for each exact Buffer change and respect its approval receipt. Otherwise deliver a local queue plan. Never claim a post was scheduled without a successful provider receipt.

    Emit finding

    Persist the queue plan and verified outcomes, then call magister_submit_workflow_completion.
